Who is a driver

Anyone driving a vehicle (motorised or not), or guiding or guarding draught, pack or saddle animals, or cattle.

Also drivers

A person pushing a motorcycle is legally considered a driver. They must walk on the roadway, hold an appropriate driving licence, and wear a crash helmet.
A person accompanying draft animals, farm animals, or horses on the public road is also considered a driver. For example, this man accompanying a young rider is a driver.

Someone pushing a motorcycle or car is a driver: they walk on the carriageway and need the right licence and, for a motorcycle, a helmet. (Someone pushing a bicycle or a two-wheeled moped counts as a pedestrian.) Someone leading animals: a horse rider, a farmer with cows.

Signs apply to some drivers

Prohibition signs and rules often apply only to certain types of vehicles.
No entry for motorcycles.
From the next traffic sign on until the next juntion, good vehicles or combination of vehicles with a maximum authorized weight exceeding 3500 kg may not overtake on the left a vehicle with more than 2 wheels or animal harness.
No entry for mopeds.
No entry for goods vehicles.
No entry for cyclists.
